The ad group suggestions in the add queries tool does take into account shared library negatives applied to the ad group's campaign. The ad group suggestion will not reflect campaign or ad group level negatives.
If any queries are added in the add queries tool which will be blocked by a campaign or ad group level negative, it will be flagged in the negative keyword conflict penalty in optimization score the following day.
If a query is added in the add queries tool to an ad group which has an exact match negative keyword matching the query, the negative keyword will be automatically removed to ensure the new query can serve.
