You'll get this error when creating budget lines if not all live and paused campaigns have been covered by your budget lines. The reason we make you include all campaigns is to prevent campaign spend being missed (e.g. a paused campaign being reactivated) and causing issues with overspending.
To resolve this, you can remove the filter applied on your final budget line to account for the campaigns not already covered by previous budget line filters.
